把智能体和机器学习能力当成「网络提供的服务」来规范：AaaS、ML 模型适配、ML PaaS 三条并行。标志智能体即服务已进入 ITU-T 需求级标准化——与 IETF 侧的能力目录 / 服务绑定（SVCB 映射）是同一件事的两种表述。
