Abstract
A group standard formally launched on 9 September 2026 at the "Safety Coordinates and Responsibility Boundaries in the Agent Era" forum of the 2026 Inclusion Bund Summit, proposed by the Cyber Security Association of China and drafted by Ant Group together with research institutes, carriers and Internet companies. It addresses the questions of who the agent is, whom it represents and what it may do. The framework builds a multi-layer trusted identity chain among agent, user and runtime environment, issues each agent a unique, trustworthy and continuously verifiable digital identity, and introduces task-intent-based dynamic access control: following least privilege, permissions activate with the task and are reclaimed promptly when the task ends, reducing over-authorization and privilege abuse. It pairs with the "Technical Requirements for Agent Runtime Security" launched the same day.
