中国信通院 2026-10-09 公告原文：智能体标识与身份网络「正式启动试运行，并面向社会开放接入」，依托北京、厦门等地智能体可信互联中心，为各类智能体提供标识注册、身份核验、寻址解析、能力发现和协同验证等服务，帮助不同平台、不同主体的智能体实现可信接入和跨域协同。技术路线为「区块链+DID+超级智能体」，兼容符合 W3C 规范的多种 DID 方法，适配 A2A、ANP 等主流互联协议，使不同技术路线、不同厂商和存量平台的智能体低成本接入。开放三类服务：注册发现、解析核验、资源对接；界定四类接入对象：智能体应用及平台方、数据与服务资源提供方、行业场景共建方、DID 及技术生态伙伴。接入流程为在线注册→需求确认→技术对接（生成 DID→提交注册→核验并签发基于可验证凭证 VC 的智能体身份标识→配置到智能体）。政策依据为 2026 年 7 月工信部等四部门《关于推动互联网基础资源高质量发展的指导意见》中关于探索构建智能体互联网络基础设施、加强网络标识资源规划与供给的要求。官方接入入口 agent.idfactory.cn。
