Information and Communication Service Operational Safety — Intelligent System Engineering Capability Requirements (industry standard, project approved 2026-09)

Abstract

A telecommunications industry standard approved in September 2026 at the 43rd working group meeting of CCSA TC1WG5 and led by CAICT. It targets the production and operation of intelligent information services and applies to intelligent-computing infrastructure, AI platforms, model services, agent services, and supporting systems such as knowledge bases and tool services; it can be used both for capability building and assessment by providers and as a reference for procurement, project acceptance and supplier management. Requirements are organized around operational safety governance, monitoring and observability, capacity and performance assurance, stability protection, change and configuration management, fault and emergency assurance, disaster recovery and business continuity, external dependency and supply chain assurance, and service quality and continuous improvement, with three capability levels (basic, enhanced, advanced). The motivation is the long and tightly coupled service chain from computing resources through model inference and knowledge retrieval to agent orchestration and tool invocation, which is prone to timeouts, performance swings, task failures and cascading faults while monitoring metrics and stability guarantees remain inconsistent across the industry. CAICT scheduled the first workshop for 17 September 2026.
