摘要
2026 年 9 月在 CCSA TC1WG5 第 43 次工作组会议成功立项的通信行业标准，由中国信通院牵头。标准面向智能信息服务生产运行场景，适用于智算基础设施、人工智能平台、模型服务、Agent 服务，以及知识库、工具服务等支撑系统；既可用于服务提供者的能力建设与评价，也可为服务采购、项目验收及供应商管理提供参考。拟围绕运行安全治理、监测与可观测、容量与性能保障、稳定性防护、变更与配置管理、故障与应急保障、容灾与业务连续性、外部依赖与供应链保障、服务质量与持续改进提出能力要求，并设置基础级、增强级、先进级三级能力。立项动因是智能信息服务运行链路长（智算资源→模型推理→知识检索→Agent 编排→工具调用）、依赖关系复杂，容易出现响应超时、性能波动、任务失败及级联故障，而行业监测指标与稳定性保障机制口径尚不统一。中国信通院定于 2026 年 9 月 17 日召开首次研讨会。
